The European Biological Control Laboratory is the major overseas laboratory of the United States Department of Agriculture, Agricultural Research Service (ARS). The European Parasite Laboratory (EPL) established in 1919 in France and the Biological Control of Weeds Laboratory (BCWL) established in 1958 in Italy, were combined in 1991as the European Biological Control Laboratory.
The goal of the laboratory is to suppress invading Eurasian insect pests and weeds. The mission is to locate and characterize natural enemies: insects, mites and pathogens.
To meet the objectives of
EBCL and to meet the French and the European Economic Community regulations,
the EBCL laboratory has built two quarantines in a new facility in cooperation
with the French Plant Protection, especially Mr. G. Theissen (Mission Coopération
Phytosanitaire). The first agreement to run the operation was signed for
five years by the French authorities in October 1999

"when wrote in 1999, some items where left in the original text of
the agreement. In 2004, during the process of the renewal of the EBCL agreement,
we agreed with the Chief of the Regional Plant Protection Service on the
way to renew the first agreement and the way to request a new agreement
for an extension.
New agreement - Prefectoral ordinance no. 040838 September 13, 2004: EBCL
is authorized to lead experiments for trials or scientific purposes on all
species of insects and mites, including quarantined species that are harmful
within the European Directive number 2000/29/CE. The agreement is valid
until 2009 under conditions. Extension of the quarantine agreement: Prefectoral
ordinance n°050235 April 20, 2005. Agreement of a vegetal quarantine
installation. EBCL is authorized to lead experiments for trials or scientific
purposes on soil, all species of wood and plants, including plants, plants
products and other products listed in annexes of the European Directive
n°2000/29/CE.
| The quarantine laboratories are under the responsibility of the laboratory Director: Dr. Walker Jones and the quarantine Officer: Mr. Dominique Coutinot. They control the access of the quarantines, the liaison between all teams, define protocol and procedures, assign space and supervise the procedures. |
